Attending: Ruth Allen (Chair), Ray Chin (CIS). By Laws: The revision of the By Laws to begin incorporating Lecturers into our procedures passed with 46 yes, 3 no, and 1 abstain. The new By Laws will be posted to our web site.

Administrative Reviews: The SC is still wrestling with the best way to do administrative reviews. John Hazer, from Psychology, was invited to attend the meeting and educate us on best practice procedures in general use. The first question John asked: "What are we trying to accomplish with the reviews?" Answers included providing feedback and providing a 'safety valve' for faculty.
Several points were discussed: Faculty read student comments 'unfiltered'. However DS feels that the reviews of administrators are more helpful if they are filtered and summarized. He feels that some faculty put too much negative BS in their evaluations which are not helpful to the administrators. Should the questionnaires be numeric, written, or both? There seemed to be some desire for both. DS felt that we formerly had a process which worked (92-93) but was then changed. The importance of getting 'informed' feedback, only, was discussed. The usual problem of faculty anonymity was discussed.

Budget Update: IUPUI has a 4% tuition increase. The Trustees have discussed raises of 0 to 2 %. (2% seems to be the final outcome).

Memorandum of Understanding: The university is concerned about the ownership of teaching material produced by faculty. The university has produced a Memorandum of Understanding which deals with these issues. Some IUPUI schools have adopted it, some not. DS thinks it merits careful consideration. It is a thorny issue, specifically in the context of material produced by a faculty member who leaves the university for another. The document appears to be an honest attempt to meet the needs of both the faculty member and the university, but it is an enormously complex issue. We need more info. We will ask Ken Crews to explain it to us.

P&T guidelines: Draft promotion and tenure guidelines have been posted for awhile now. A few comments were received. The 3 year review procedure needs to be clarified. More detail on 'Scientists' is needed.

New IUPUI Chancellor, C. Bantz: DS met with CB and was pleased with their initial meeting. DS is confident CB will involve faculty in governance. DS discussed the SOS Dean's transition issue with CB.

Merger: DS thinks we have heard the last of SLA and SOS mergers for awhile.

New Dean: The SC worked on a draft letter to CB requesting the opportunity for input in the selection of a new SOS Dean which will occur sometime in the next year or two. Math had some reservations about the draft. After revision the SC voted and approved the letter (6 yes, 1 no, 1 abstain). The letter will go out under Ruth's signature, Pres of the SOS Faculty.

Voting Faculty: The SC determined that it is the Secretary's job to maintain a proper list of voting and non-voting faculty. That's you, KJ.

Undergraduate Research: KW reminded us that we will host a national conference next year with undergraduate research presentations. This will be a fine opportunity for IUPUI. KW will be soliciting help from faculty. UROP funds are available to help students participate.

Applied Statistics Program: KW was pleased to report that Purdue would like us to offer our Applied Statistics Program directly under the IUPUI umbrella rather than under their umbrella. We need to gather the data necessary to establish the success of other programs we offer at IUPUI which may be suitable to offer directly.

People Soft: JK reported that moving to the new People Soft program is going to require a lot of personnel training time and DO resources. This will prevent any new initiatives while these staff people are involved.
